REPATRIATING CHINESE. WESTERN SAMOA POLICY. SEVENTY COOLIES laEAVE. SOME RESIDENT 20 YEARS. (From Our Own Correspondent.) APIA, June 23. Outward bound from Tahiti, the French steamer Ville de Verdun called at Apia recently to pick up 70 Chinese coolies. These labourers, some of whom have lived in Samoa for nearly 20 years, are being sent back to Hongkong, in keeping with the Administration's policy of reducing the number of labourers to an absolute minimum. The vessel arrived about 8 a.m. and departed about 4 p.m., and embarkation wae carried out withr out trouble, if not without considerable noise. The Administration has allowed some of these men to remain in the territory for many years, and people wonder* why they are. now sent away. The obvious answer is that the Administration wishes to reduce the number of labourers in the territory. "Certainly," residents reply, "but why, in that eaee, were more Chinese Kent to Samoa year? It appears hard that Chinese of long residence in Samoa should be singled out, especially when they have become really useful to the country. Why not pack the new arrivals off again before they become a nuisance, instead of Rending away the useful men after almost a lifetime of service- in Samoa?
