www.refugee.org.nz/rsaa/text/docs/70366-96.htmThis is an appeal against the decision of the Refugee Status Branch of the New Zealand Immigration Service declining the grant of refugee status to the appellant, a citizen of the People¡¯s Republic of China who, in the 14 years preceding his arrival in New Zealand, lived in Hong Kong and who holds a Hong Kong Certificate of Identity current to 31 January 2001 The appellant is a 63-year-old married man who arrived in New Zealand on 14 August 1995 travelling on his Hong Kong Certificate of Identity. His wife, who is also the holder of a Hong Kong Certificate of Identity, continues to live and work in Hong Kong where the couple own their own flat. The appellant¡¯s wife is some 13 years younger than the appellant. There are no children. The appellant¡¯s application for refugee status was lodged on 14 September 1995 but the Refugee Status Branch interview did not take place until 18 July 1996. There was a further delay before the Refugee Status Branch issued a decline decision on 11 December 1996.
