(366 bodies in all) Recommended that permission be granted in same conditions as in 1883. 14 December 1899. 30 cemeteries. Print a form of license as per draft 16 December 1899.
Dunedin 20 July 1901, to Hugh Pollen, under-Secretary, Wellington. Sir, We have the honour on behalf of Mr Sew Hoy and other Chinese residdents to make a further application for warrants authorising the disinternment of the bodies of Chinese buried in the following cemeteries - Dunedin, Invercargill, Outram, Greymouth, Reefton, Stafford, Auckland, Wellington, Palmerston (N) and Christchurch. We may mention that your telegram regarding the carrying out of the work at Greymouth deemed mindful to (illegible?) and we (illegible?) arrangements were made to the satisfaction of the Mayor. Greymoth cemetery. Amended condition for removal of remains of certain Chinese. Substitute the following for clause 7: When the coffins are removed from the cemetery they must be shipped off as soon as possible or deposited in a shed to be erected for the purpose on a site to be selected by the cemetrey Trustees and the Health Officeer for the Borough of Greymouth. 12 July 1901 (signed) Colonial Secretery.

Sir, I beg to acknowledge receipt of your favour of the 16th in enclosing copy letter signed by Mr M Fraher and others petitioning against the proposed disnternment of Chinese. In repy I have the honour to inform you that since my return from Wellington I have satisfactorily arranged all matters relative to the proposed disinternment with the Borough Council, the Chinese building a temporary shed in the cemetery for the storage of bodies to be exhumed, which has been duly sanctioned by the Council and the District Health Officeer, and operations will be commenced shortly. The work will be carried out strictly in accordance with the Hon. Colonial Secretery's permit. Thanking you for your very kind courtesy and attention with reference to this matter. We did not think when we wrote you that we would require to make another request of the kind for some years to come, but unfortunately by inadvertence one name was omitted from the list and is now mentioned hereunder. We apologise for the inconvenience you have been put to in these matters and thank you for the trouble already taken in connection with the Warrants. I have honour to bring under your notice that the Secty of the Chinamans Association, for the removal of bodies from the New Zealand cemetaries to China, has asked me to give him permission to exhume three bodies from the Christchurch public cemetary. Yet Pack Ma Kui Cheong Ho Chew Shing. I have an order from the Colonial Secretary for the removal of Yet Pack but not the others. The Secty of the Chinamans Association has produced authority signed by Hon J G Ward dated Jany 12/1900 for the removal of Ho Chow Shing's body and another for the removal of Ma Kui Cheong signed by the Hon J Carroll dated 5 March 1901, the bodyof Lee Chor named in the same authority is in another Cemetary.

Sew Hoy - Chinese here refuse to recognise Sew Hoy in the matter. Only way to withdraw your permit unless Chinese comply with wishes of the council and wire definitive reply as Chinese defy us. A. 9th July 1901. To the Colonial Secretary. Dear Sir, We the residents in the immediate vicinity of the Greymouth Cemetary, do hereby protest against the disinternment of the Chinese, as it will force us to leave our residences. The last time they were disinterured the stench was unbearable and had it lasted longer we would have had to take step referred to. We beg of you to use your influence to prevent the Chinese from driving us from our homes for the last time they did not use many, and this time they want to use over one hundred and forty.
March 20th 1902. The Under Secretary's Office, Wellington. Sir, On the 13th day of January 1900 we received a letter from you enclosing Warrants for the disinternment of certain Chinese. We now enclose a further list for which similar Warrants are desired, and in making this request we would advise that the disinternments, already authorised, have not yet been carried out, as there has been lately a difficulty with regard to transport. Arrangements are now being made for the Transport of all the bodies mentioned in the former Warrants, and it is desirable that those mentioned in the enclosed list should be included in the shpment. Send the licenses for Auckland, Palmerston North, Well(ington), Christchurch, Stafford, Outram, Dunedin and Invercargil to Duncan and McGregor. Re your permission for Chinese to exhume bodies from Stafford Cemetery Chinese decline to pay Sexton for his time during supervising exhumation clause 8 of permit directs him to be present can Trustees refuse permission until Chinese pay Sexton. The Colonial Secretary Wellington. I have been instructed by a Chinese storekeeper named Ching Ah Chang known here as Ah Chang to apply to you for leave under The Cemeteries Act to disinter the body of Chew Kim Ming a relation of Ah Chang, who is buried in the Cromwell Cemetery. Will you kindly furnish me with the necessary Certificate. I have the honour to be, Sir, Your obedient servant. (illegible) Hawera, 6th March 1901.
In pursuance and exercise of the power and authority vested in me by 'The Cemeteries Act 1882', I, J.G. Ward, Colonial Secretary of the Colony of New Zealand, do hereby authorise the removal of the deceased persons mentioned in the Second Schedule hereto from the Auckland Cemetery, subject to the conditions mentioned in the First Schedule hereto. Wellington 10th September 1901.
First Schedule
Conditions:
1. All the bodies must be exhumed within 7 days, not including Sundays.
2. The time for working in the cemetery shall be from daylight to 12 o'clock noon.
3. Before leaving off work each day the graves must be filled up, the coffins hermetically sealed, and all cause of nuisance removed to the satisfaction of the sexton.
4. That the coffins are to be exhumed carefully and placed at once in substantial lead or zinc coffins, which are to be heermetically sealed immediately and covered with a strong outer casing of wood.
5. That disinfectants-chloride of lime and Calveret's carbolic acid-be used plentifully during the exhumation.
6. The gates are to be locked, and no funerals or visitors are to be allowed into the cemetery during the hours of exhumation.
7.When the coffins are removed from the cemetery they must be shipped off as soon as possible, or deposited in some place where they cannot possibly be a nuisance or source of annoyance to any one in their neighbourhood.

We have the honor to apply to you on behalf of the friends of a Chinaman by name Jimmy Dow, who died here some five years ago and was buried by Mr Little, Undertaker of this City, in the Otahuhu Cemetery, near Auckland, for permission to disinter the body in order that the remains may be forwarded to China in accordance with the Chinese custom. We should be obliged if you could notify us of your consent to such disinternment and of the conditions upon which you would issue your license thereafter by the earliest opportunity for the friends of the deceased tell us it is important the remains should be forwarded with the bodies of other deceased Chinamen, arrangements for which have been made. Sir, I have been instructed by a Chinese Storekeeper named Ching Ah Chang known here as Ah Chang to apply to you for leave under The Cemeteries Act to disinter the bodies of three Chinese relatives of his and of a Chinaman who though not a relative came from the same village. The names of the three relatives and their places of burial are as follows:-
Ching Yek Fung – deceased 15 years ago at Dunedin
Ching You Chan – deceased in Tuapeka
Ching Ley Sheung – deceased in Auckland 7 years ago
The Chinaman coming from my client's village was named 'Loo Quay Fung' and his village was Leung Gai Ting -------- which is 30 miles up the river from Canton . Buried at Dunedin. I shall be glad to know what form ------ have to the complied with in order to obtain leave and what fees if any have to be paid. There is to be a great flight of dead Chinese very soon and my client is required -------- that his should be ready to go ----
Method and conditions for exhumations
The disinternment of Chinamen
'From information received, it appears that the bodies of upwards of 400 Chinamen (recently disinterred) are now reposing in depots – chiefly at Greymouth and Dunedin -awaiting transport to their fatherland . . . the modus operandi as described to us as follows:- The Chinese, after immersing their hands in some antiseptic wash, open the coffin and commence to remove any particles of flesh still adhering to the skeleton; they then smoke the bones in an ordinary riddle, and afterwards hold the collection in a wire sieve over a brightly burning fire to accomplish the final cleansing . . . this is the sort of thing that has been going on in Greymouth for months, and is now being daily performed by a paid band of Celestials throughout the South Island. No doubt it may be said that the disinternment of Chinamen (who have died in a foreign country) by their fellows is in accordance with ancient Chinese religious or national obligations, but such a barbaric custom is hardly justifiable considering the sanitary aspect of the matter, judged from a European standpoint. According to accounts, which appear most reliable, nearly every Chinaman in New Zealand has contributed something, according to his means, and the work is being carried out by a contractor and nine men. Those who contribute are presented with a ticket with the amount stated thereon, and this is negotiable in some way when the pilgrims return to China. It is estimated that an expenditure of £20,000 (including the charter of a steamer etc) will have been entailed before the skeletons can be landed in China. Altogether the remains of about 450 Chinamen will be shipped. The contractors have been engaged on their unenviable and repulsive task for about ten months now, and anticipate that their labours will be completed in another two months. The carriage of the skeletons is also matter of comment from a sanitary point of view. The bones after removal from the original coffin are placed in zinc-lined teak boxes. There is nothing suggestive about these, and being varnished, they might pass for ordinary travelling trunks. This receptacle of what was once a human being is consigned to the depot by train, and the tools used in disinternment are bundled into the railway truck anyhow.'

Conditions (required for disinternment)
1. All the bodies must be exhumed within 7 days, not including Sundays.
2. The time for working in the cemetery shall be from daylight to 12 o'clock noon.
3. Before leaving off work each day the graves must be filled up, the coffins hermetically sealed, and all cause of nuisance removed to the satisfaction of the sexton.
4. That the coffins are to be exhumed carefully and placed at once in substantial lead or zinc coffins, which are to be hermetically sealed immediately and covered with a strong outer casing of wood.
5. That disinfectants-chloride of lime and Calveret's carbolic acid-be used plentifully during the exhumation.
6. The gates are to be locked, and no funerals or visitors are to be allowed into the cemetery during the hours of exhumation.
7.When the coffins are removed from the cemetery they must be shipped off as soon as possible, or deposited in some place where they cannot possibly be a nuisance or source of annoyance to any one in their neighbourhood.
8.The above directions are to be carried out under the immediate supervision of the sexton.
